the magical mystery building

Does anyone have an idea as to what is going up on 7th Street between Adams and Grand? It looks as though there are two structures, with a courtyard or parking lot in between. Here are some pics of progress thus far. Pictured below is the west side portion. Please let me know if you have a clue?
